3-29-10 Legal Woes...

So, I arrive home at 0400 and turn off the car. Looking in my rearview mirror I see a vehicle in the complex behind me with a blinker on. I figure someone hit it by mistake and their car is just "warming up" at this chilly hour. I lock the car, close the garage and go up to my door. I look down as I am putting the key into the lock and there is a paper sitting to the left of my doorstep. It looks like the monthly newsletter from the apartments so I pick it up. It has my name on it which is odd because they don't personalize these newsletters. It is a summons. Yep, credit card bills catching up I guess. But is it really a summons? I didn't sign for it. It wasn't placed in my hand but rather flung near my door. Had I not been a conscientous renter, I might have left it there to be picked up with the trash and debris that often collect there in the corner. So my question is, is this legal? Should I take it seriously or treat it like trash? It is what the delivery person did, treat it like trash.
Just what I need is another bill for something I still can't afford.
